PENDAHULUAN

1.1.    LatarBelakang

            Perkembangan teknologi jaringan komputer yang lebih dikenal dengan internet dalam kehidupan manusia membuat teknologi ini mampu menyambungkan hampir semua komputer yang ada di dunia untuk bisa saling bertukar informasi. Bentuk informasi yang dapat ditukar berupa data, teks, gambar, gambar bergerak, atau suara. Seiring dengan perkembangan tersebut secara tidak langsung ikut mempengaruhi cara manusia dalam berkomunikasi. Dahulu sarana untuk berkirim surat atau pesan dengan pos, namun sekarang sudah banyak sekali layanan e-mail yang dapat mengirimkan pesan secara langsung ke penerimanya. Akan tetapi sebagai suatu jaringan publik, internet rawan terhadap pencurian data.  

Internet menurut banyak ahli dibidang IT merupakan jaringan yang tidak aman, karena banyak sekali celah yang memungkinkan seseorang atau pihak tertentu dapat menerobos masuk ke dalam system, terutama system jaringan. Sehingga membuat setiap organisasi memerlukan system keamanan jaringan.

Badan Perizinan Terpadu di Kabupaten Banyuasin, merupakan salah satu instansi pemerintahan Milik Negara.Badan instansi ini bergerak dalam bidang perizinan, yang dikelolah banyak badan usaha di wilayah Kabupaten Banyuasin. Dalam melakukan komunikasi data  antar ruang diBadan Perizinan Terpadu Kabupaten Banyuasin ini telah menerapkan jaringan komputer yang menggunakan topologi star dan terdiri dari beberapa workstation pada setiap ruang yang terhubung dengan satu switch. Pada dasarnya cara kerja LAN (Local Area Network) pada Badan Perizinan Terpadu ini baru selesai dari tahap konfigurasi perancangan dan pemetaan ip address dengan metode VLSM(Variabel length subnetmaks) sehinggah menghubung antar PC ( Personal Computer ). masalahan pada jaringan adalah komunikasi atau sharring data dalam setiap ruangan belum dilengkapi oleh system keamanan.        

 Berdasarkan permasalahan tersebut maka perlu dibangun suatu sistem keamanan jaringan yang dapat memproteksi jaringan internet yang ada dilingkungan instansi Badan Perizinan Terpadu (BPT) Banyuasin dengan baik.

Salah satu upaya untuk mengamankan jaringan adalah dengan menggunakan Access control list (ACL), karena banyak instansi saat ini yang telah mengimplementasikan kehandalan Access control list(ACL) sebagai perlindungan  jaringan komputer dari serangan pihak-pihak yang tidak bertanggung jawab .

            Access List bekerja menyaring lalu-lintas data suatu network dengan mengontrol apakah paket-paket tersebut dilewatkan atau dihentikan pada alat penghubung (Interface) router. Router menguji semua paket data untuk menentukan apakah paket tersebut diijinkan untuk lewat atau tidak berdasarkan kriteria yang ditentukan di dalam Access List. Kriteria yang digunakan Access List dapat berupa alamat asal paket data tersebut, alamat tujuan, jenis lapisan protokol atau informasi lain yang berkaitan.Penggunaan access control list yang paling umum dan paling mudah untuk dimengerti adalah penyaringan paket yang tidak diinginkan ketika mengimplementasikan kebijakan keamanan. JIRAIYA

Jiraiya was born and raised in the Hidden Leaf Village in the Land of Fire. An energetic and passionate boy, he wasn't above trying to peek in at the local hot spring at the women inside, and he used the ninjutsu skilled he learned at the Ninja Academy to do so. After his graduation to genin, he was assigned to a squad with the granddaughter of the First Hokage, Tsunade; and Orochimaru. Their teacher was Hiruzen Sarutobi, the man who would go on to be the Third Hokage. When given the bell test used to test cooperation of a squad, Jiriaya failed. Hiruzen lectured the young Jiraiya and tried to show him the quality of training by using the Summoning Jutsu. So taken by this display of power, Jiraiya threw himself into diligent training to increase his power, and attempted the Summoning Jutsu without making a summoning contract. The jutsu backfired and it was Jiraiya that was summoned away. He appeared in Mount Myoboku, the land of the summoning frogs. Oddly enough, he was expected. His arrival had been predicted by the Great Toad Sage. Jiraiya would return frequently to be trained in the powers of Sage Mode and their taijutsu, After several years, he was brought to see the Great Toad Sage. He was told that one day he would write a book and find a young man to train, and this student would become a great force for either great stability to the world or great catastrophe.

Naruto Uzumaki

Origin

Naruto Uzumaki was born in the Hidden Leaf Village to the Minato Namikaze, the Fourth Hokage; and Kushina Uzumaki. The dreaded Nine-Tailed Demon Fox was on its path to wiping out the entire village and its inhabitants. In order to save the villagers, Minato sacrificed his own life to seal the fox demon into Naruto's infant body. As a result, Naruto grew up alone and orphaned, in a village that ostracized him. For all who were old enough, knew that Naruto contained the spirit of the Nine-tailed Fox. However, Naruto was not privy to that information. Naruto dreamed of growing up and becoming a ninja. He even dreamed as big as becoming the Hokage, who is the leader of the Hidden Leaf Village and the best ninja in the land. He reasoned, that once he becomes the Hokage, then the villagers would have to recognize his existence and respect him. However, while studying at the Ninja Academy, he had the poorest of grades in nearly all of his classes.
One night, Naruto was tricked into stealing a sacred scroll, in order to pass the graduation exams from the Ninja Academy, or so that he thought. His instructor, Iruka Umino, who lost his parents to the Nine-Tailed Demon Fox currently inside of Naruto, came to his rescue. Naruto learned that night, for the first time, about what is sealed inside of him. However, despite this "handicap," Naruto managed to turn obstacles into challenges, to one day, realize his dream of being the Hokage,
